Currently, in Eslania, 1/3 of population has been killed, and 80 % of survived people has taken to refuges provided by the command center of slayers. The people that you will be seeing is probably friendly forces who were sent into the battle field. However, in consideration with the peculiarity of code 66615 situation, be sure that they can do hostile activities any time. If you treat them carefully, some of them will be supporting goods and resources during outside the battle field. They will be great helpers during your stay.
